I think there is also another event that fires only in provinces obtained by certain CB's. You will probably conquer a hundred times faster then you will shift cultures. So ideally as a king you would want all of your vassals (counts and dukes) to be your culture and each control one major holding max. This event is determined once for every character, NOT for every province, so having one high stewardship Count with 4 counties will take longer to convert culture in all four counties then having 4 low stewardship counts each with 1 county. The event has a very long "mean time to happen" like Infinity mentioned 1200 months, the MTTH is modified by the tiel holder's Stewardship. Right there is an event where a ruler will convert one of his -directly controlled- counties to his culture if the county borders another county with the culture the nobleman has, causing the the culture to "spread".
